Previous RE projects have been technology-driven and are basically designed with an “equipment demonstration” mentality where the main objective is installation and maintenance of a certain number of expensive RE systems, most of them on PV technology. Many of these previous projects were not sustainable and did not last because the components failed to perform as per design and because the necessary capabilities of the local technicians to operate and maintain them were not factored in the project design. Sub-standard components, below-par performance and frequent breakdown could erode the users’ confidence on RE technology. In the past 15 years, many RE systems failed because of misuse/abuse of the system by the user, poor quality of components used, poor workmanship, and lack of after-sales service infrastructure to sustain its utilization. A common problem of some of the RE systems in the country is the premature failure of components after installation. These problems are attributed to the proliferation of cheap products either locally fabricated or imported from developing countries and the lack of quality standards these products.

This project component involves addressing the identified technical barriers that hinder the promotion and implementation of projects that utilizes RE for energy (electricity or non-electricity) purposes. The component prioritizes RE systems and equipment as well as small-scale, investor-type manufacturers that have greatest potentials for local market growth. This may include solar photovoltaics and micro-hydro systems, among others.

Objectives

The objectives of this component are (1)to establish national standards for RE equipment and products; (2)to enhance the quality, performance and cost of local RE systems towards greater consumer protection; and (3) to develop a financing support program for the improvement of manufacturing capabilities for RE equipment and systems.

Activities

The activies under this component are

  1. RE Standards Development; and
  2. RE technology Improvement Program.

Expected Outputs

  1. Established a national standards for NRE equipment and products
  2. Enhanced the quality, performance and cost of local NRE systems towards greater consumer protection
  3. Developed a financing support program for the improvement of manufacturing capabilities for NRE equipment and systems
