Creation of such “one-stop-shop” for RE market services.

Many of the potential private investors perceive the setting up of RE projects as a difficult task starting at the very beginning of registration and application process. Because of this, there is a sector-wide clamor for mechanism like the “one-stop shop” concept, where an investor will have to deal with a single agency only in order to facilitate the preparation and processing of necessary legal papers and permits required for an RE project. Under this context, it is understood that permitting process remains the responsibility of the concerned government agencies. This project component will mainly involve the creation of such “one-stop-shop” for RE market services. This is in response to the RE project developers’ clamor for an expedited processing of their applications and proposals for permits to carry out RE projects, and for assistance in project development particularly on the provision of necessary quality information needed in project design. The “one-stop-shop”, which will be referred to as the Market Service Center (MSC), will be the focal point in the country for RE market development and will serve to link private sector players to the government institutions particularly the DOE for the purpose of harmonizing expectations and mutual support.

Objective

The objective of this component is to establish a “one-stop-shop” for RE market services

Activities

The activies under this component are to

  1. Establish the Market Service Center(MSC) for Renewable Energy;
  2. Preparation of the MSC Business Plan; and
  3. Capacity Building for the MSC Staff

Expected Outputs

  1. MSC established as a one-stop-shop for RE stakeholders/investors
  2. Business Plan for the MSC is formulated and approved by REIAC and PSC.
  3. Capacity building for MSC staff is conducted
