The CBRED component that builds on the existing policies of the government regarding RE development and utilization, the proposed RE Bill, as well as the GOP's rural electrification program.

The major efforts under this component will be the reformulation of the RE Bill that aims to incorporate new policy and implementation strategies to support the accelerated RE development. The goal is to provide leveled playing field for RE projects to compete with conventional energy projects especially in the privatized and deregulated electricity industry in the country. The RE Bill shall also seek to strengthen mechanisms for the development of an accelerated RE program such as in the aspects of technology development, information dissemination, area-based RE planning, and the provision of necessary fiscal and other non-fiscal incentives for RE activities.

Objectives

The objectives of this component are

1. to remove the policy, planning as well as institutional barriers to the development and implementation of RE initiatives in the country;
2. to incorporate lessons learned from past policy-making and planning exercises;
3. to provide a level playing field for RE projects and make these competitive with conventional energy projects especially in a privatized and deregulated electricity industry;
4. to strengthen mechanism for the development of an accelerated RE program;
5. to facilitate the formulation and immediate passage of the RE Bill; and
6. to enhance the capacity of the government in energy and power development planning.

Activities

The activities under this component are

1. Establishment of the Project Steering Committee (PSC)/Renewable Energy Inter Agency Committee (REIAC);
2. Technical Assistance on the RE Bill;
3. RE Policy Analyses;
4. RE Electrification Planning Model;
5. Integrated Energy Planning; and
6. RE Policy Implementation Monitoring and Evaluation

Expected Outputs

1. RE Inter-Agency Committee (REIAC) and Project Steering Committee (PSC) are established and mobilized
2. A reformulated RE Bill containing salient provisions and features towards making RE competitive with conventional fuels
3. Policy studies are conducted as inputs to the RE Bill and its IRR
4. Different planning models used in off grid RE electrification projects are assessed and existing electrification models are improved.
5. Adoption of an Integrated Energy Planning Model and the corresponding institutional framework is developed
